What this calculator estimates

This calculator gives you a line-by-line 2026 UK installed price for an EPDM rubber-membrane flat roof. Whether you are re-roofing a 25 m² dormer flat, replacing a 100 m² extension flat, or specifying a 1,000 m² commercial unit, the calculator follows the line-item structure that NFRC and SPRA-member roofers use on real quotes:

  • EPDM membrane — 1.14 mm, 1.52 mm or 2.29 mm, black or white EPDM, mechanically fixed, fully bonded, ballasted or self-adhered
  • Strip-out — removing the existing membrane, insulation and fixings
  • PIR insulation — 100 mm, 150 mm or tapered PIR for fall
  • Outlet count — internal drains and overflow outlets
  • Building Control, skip removal, weekend premium and extra labour

A £1,350 minimum call-out fee applies in most UK markets even on small jobs, because EPDM still requires a 2-person crew with a 100 m² rubber sheet, seam-tape rollers, contact-cement applicators and a skip.

Why white EPDM costs more

White EPDM is manufactured by laminating a white acrylic cap layer (or co-extruding a white EPDM compound) onto the standard black sheet. The cap layer adds raw-material cost (titanium dioxide and white pigment), and white sheet requires more careful handling on site to avoid scuffs and foot-traffic marks. Carlisle Sure-White EPDM and Holcim Elevate RubberGard White carry a 28 to 32 percent material price premium over comparable black sheet. The cool-roof solar reflectance (SRI 96+) qualifies for the same BBA Agrément ratings as standard EPDM, with the added benefit of reduced summer solar gain — particularly relevant for top-floor flats and offices in Greater London where overheating is a growing concern under climate-change projections.

EPDM versus other UK flat-roof systems

  • EPDM vs TPO — EPDM 30-40 year service life, hand-seamed; TPO 20-25 year service life, heat-welded white sheet only. EPDM cheaper per m² at 1.52 mm black, but white EPDM closes the gap.
  • EPDM vs felt (built-up) — Three-layer torch-on bitumen felt is the traditional UK flat-roof system with 10-15 year service life. EPDM lasts 3-4x longer at similar 2026 prices, making it the better lifecycle value.
  • EPDM vs single-ply PVC — PVC has best chemical resistance (kitchen and lab exhaust), is heat-weldable, but is 20-30% more expensive than EPDM and harder to source for small UK jobs.
  • EPDM vs GRP fibreglass — GRP is a liquid-laid system, seamless, and well-suited to complex shapes (dormers with multiple outlets, balconies). EPDM is faster and cheaper on simple rectangles. GRP runs £85-£120/m² for typical UK domestic work.
  • EPDM vs liquid coatings — Liquid acrylic, polyurethane or methyl-methacrylate coatings can extend EPDM life by 10-15 years and add cool-roof reflectance. See our roof coating cost calculator for restoration pricing.

Frequently asked questions

How much does an EPDM rubber roof cost per m² installed in 2026?
In the UK, 1.52 mm (60-mil) black EPDM installs at £75 to £110 per m² all-in for a typical low-slope flat roof, including strip-out, 100 mm PIR insulation, outlets, Building Control and skip removal. 1.14 mm (45-mil) drops to £65 to £92 per m². 2.29 mm (90-mil) with 30-year guarantee climbs to £95 to £140 per m². White EPDM adds 25 to 30 percent. Fully bonded systems add 18 to 22 percent over mechanically fixed. A 100 m² single-storey 1.52 mm mechanically fixed flat-roof re-cover with 100 mm PIR runs £9,500 to £14,800 in 2026 NFRC member pricing. What is the difference between 1.14 mm, 1.52 mm and 2.29 mm EPDM?
These are the metric equivalents of 45-mil, 60-mil and 90-mil. 1.14 mm is the entry tier, common for small extensions, dormer flats, garages and sheds with 10 to 15-year guarantees. 1.52 mm is the UK industry standard with 20 to 25-year manufacturer guarantees from Classic Bond, Permaroof, Firestone (Holcim) RubberGard, Carlisle ClassicBond Pro and SealEco RESITRIX. 2.29 mm is the premium tier for commercial roofs and high-traffic flats with 30-year warranties. The cure chemistry is identical across thicknesses; only the cap layer is thicker. Source: Classic Bond EPDM data sheet 2026; Holcim Elevate RubberGard UK technical specification.
EPDM versus TPO — which is better for a UK flat roof?
Both are single-ply membranes, but the UK domestic flat-roof market is dominated by EPDM (perhaps 70%+ of new domestic flat roofs). EPDM is hand-seamed with splice tape, lasts 30 to 40 years in UK service, handles UK winters (zero ice-dam issues in mild climate), and is well-suited to the small detached flat-roof projects that dominate UK flat-roof demand. TPO is heat-weldable, white with high solar reflectance, and lasts 20 to 25 years. EPDM is roughly 8 to 12 percent cheaper than TPO at 1.52 mm if both are black. For typical UK domestic dormer or extension flat roofs in the 20-80 m² range, EPDM is almost always the better choice. For larger commercial flats in the 500 m²+ range, TPO becomes competitive due to faster heat-welded seam installation.
Is EPDM compliant with Approved Document L1B and Future Homes Standard?
Yes. 100 mm PIR insulation under EPDM achieves a U-value of approximately 0.22 W/m²K — meeting the current Approved Doc L1B target for refurbishment of existing flat roofs (limiting U-value 0.18 W/m²K for new flat-roof elements). 150 mm PIR achieves approximately 0.15 W/m²K, exceeding the Future Homes Standard 2026 target. Tapered PIR (1:60 fall) adds drainage when the existing deck has no built-in slope, as recommended by NFRC TB29 and BS 6229. Building Control notification is required for full re-cover; recover applications without strip-out are usually exempt. Source: Approved Document L1B 2024 edition; Future Homes Standard consultation outcome 2026; BS EN ISO 6946 for U-value calculation.
How are EPDM seams sealed in the UK?
UK EPDM systems use factory-applied or field-applied 75-150 mm splice tape (Classic Bond CB-SeamTape, Permaroof Seam Tape, Firestone QuickSeam) under firm hand-rolling pressure. Older systems used liquid seam adhesive — slower and weather-dependent. Splice-tape seams are guaranteed for 30 years and exceed BS EN 1850-2 peel-adhesion requirements. Some single-piece installations on small UK domestic flats (under 50 m²) avoid seams entirely by using a single sheet trimmed on-site — the simplest and most reliable option for the dormer-and-extension domestic market that dominates UK EPDM demand.
Do I need PIR insulation under EPDM in the UK?
For new construction or full re-cover on an existing flat roof element, Approved Doc L1B requires the upgraded element to achieve at least U-value 0.18 W/m²K — which means approximately 120 mm PIR. Recover applications on roofs that already meet 0.25 W/m²K can keep existing insulation. NFRC TB29 recommends 100 mm PIR minimum under EPDM for moisture-vapour control and to avoid interstitial condensation, even where Building Regs allow less. Tapered PIR (1:60 fall) is required by BS 6229 where the existing deck has no built-in slope. PIR installed costs run £22 to £38 per m² for 100 mm to 150 mm in 2026 UK pricing.
How long does a 1.52 mm EPDM roof last in UK conditions?
UK EPDM service life is typically 30 to 50 years with proper installation and maintenance. The original 1980s and 1990s EPDM installs on commercial flats are still in service. UK climate is well-suited to EPDM — mild winters mean no thermal-cycling stress, and Atlantic moisture causes no chemical degradation. The most common failure mode is seam separation in older liquid-adhesive systems; modern splice-tape seams largely eliminate this. NFRC Roofing Lifecycle Cost Analysis 2024 puts EPDM lifecycle cost at £4.80 per m² per year versus £6.50 for TPO and £7.20 for built-up felt — making EPDM the most economical choice over a 30-year span.
Does an EPDM roof need Building Control notification in the UK?
For full re-cover (strip-out and re-membrane), Building Control notification is required. For recover applications without strip-out, Building Control is usually not needed if the existing structure is sound. Listed Buildings require Listed Building Consent regardless of scope. New-build flat roofs always require Building Regs Part A (structure), C (moisture), F (ventilation) and L (energy) compliance. SPRA-member contractors typically handle Building Control submission on behalf of the client. Working at Height Regulations 2005 apply to all roof work.
